The Ohio Department of Transportation adopted a statewide standardized policy for paving state and U.S. routes within municipalities. This policy includes requirements for local input to identify the expected local match, a local project prioritization, projected scheduling and management.

Resource International was contracted to perform the survey and evaluation. Tasks included in the project's 17 municipalities and over 200 miles of roadway were:

  • Identifying routes
  • Collect roadway section inventory data
  • Conduct a Pavement Condition Rating (PCR) Survey of the roadway sections
  • Conduct a survey of non-pavement elements such as wheel chair ramps, sidewalks, curbs and gutters, etc.
  • Analyze collected data
  • Provide recommendations for the maintenance of the routes in the next 10 years along with cost estimates
  • Recommend priorities for the next 10 years based on the results of the data analysis and guidelines from "Urban Paving Initiative "

Recommendations for the "Mill and Replacement" were developed for the routes. Estimates of costs to perform the maintenance were provided for each roadway segment along with the year of "Mill and Replacement". Estimates were also provided for the non-pavement elements for missing wheel chair ramps or replacement costs for other elements. Unique to this project was a web-based management tool. ProjectGrid.com was utilized as a procedural tool for local communities to collect and organize the information necessary for development of each District's annual Urban Paving Program.
